It does not worth the time if the defant does not want to pay. If he is willing to pay, that will be different.
First you need to pay to fill the form. Then go to the court. After you win the judgment and defendant does not pay. Too options, you apply for Order for garnishinng wages if the student's income is more than ~257/week, if you know where he works and he has a fixed salary! Second you apply for seize of his property, car.. stuff if you have a certificate of his car title from the state...
If he still does not pay, you file with the superior court of the state for docketing. He has a record then. But you would have to put up a lot of time and ~$200 to get there and still empty handed.
But if the defant is a nice person, he might pay you if you get a judgment, plus down the road he might get rich. With a judgment, you can still get him if he is in the same state.
I.e., you can hurt him but if he does not want to pay, there is not much you can do.
