Best Western is a big chain. I did notice their hotels' quality

is not universal (some good, some bad). However, they would still want to keep their name. I think you should write a letter to Best Western CEO. I heard upper management can solve this kind of issue. If not work, complain Best Western to BBB (not that hotel).
