征求建議-如何處理租房與homeowner association 的問題?

本人有一個兩室、兩衛的condo出租,03/17/2013收到homwowner association的主管來信反映我的房客is running business out of the property, 要求立即驅逐房客(3/18/2013),否則每天罰款$5. 經與房客了解,他在賣used car, 有商業執照,但由於每有固定場地,車停在property 外麵路邊,但否認“ work on cars inside the property, wash cars on the property or the stree with the properties water". 經與房客協商,雙方同意最遲到6-30-2013搬出,因為房客剛有一個1個月大的小孩,需要時間重新租房,但HOA來信”The fine is still in force and being applied to your account DAILY and will do so until the issue is resolved and we receive written confirmation that it has been resolved. I am not sure that a date on 6-30-2013 is reasonable as that is more then 90 days and seems way too long.“

請問HOA的要求合理嗎?每天罰款$5 並累積直至房客搬出是否有依據?我該怎麽處理?
