碰到不自覺的樓上鄰居特別吵應該怎麽辦？

住在apartment building裏麵，已經簽了下一年的lease了。最近樓上的鄰居非常吵，
非常吵，非常吵。。。。。。而且是木地板，讓人難以忍受。給management office打
過N多個電話，他們的反應很是不給力，一直都是敷衍的態度，說“我們正在處理，正
在處理。。。。”但是沒有任何實質性的進展。我知道紐約的法律好像是說要保護
tenant，如果樓上很吵，是要80%的麵積鋪地毯的。可是我應該怎樣做才能讓樓上，或
者management office具體實施這件事情呢？拜謝了～～～
