請教有關 small taxpayer safe harbor 修理費

如果有2個出租房， 2房cost basis 總數是40 萬， 若其中一個出租房換了空調花5千，按照2%規則 2個房以當年總報8千修理費，請問若換空調的5千當修理費報掉可以嗎？
