同意這說法，2009-2013年就過低！我們就來分析一下為什麽那時過低？

One reason is the psychological effect, people were scared.  Even though, some people have the money, but psychologically, they were not ready to buy.  

Second is that banks were not lending the money for people to buy, only the people with high credit scores and jobs can get the loans.

Third is the buying power.  With 10% unemployment rate, people could not afford to buy houses.
