遺產房問題請教

剛上市一個遺產房。狀態和價格都好，地點也不錯。打算明天去看。

賣方代理說，老人剛去世，不是在這房子裏。房子由妹妹繼承，是代理妹妹賣房。她說房子上還有七千多的醫療費Lien。

想請教，通常這樣的Lien要多久能清除。另外，妹妹的簽字權是否還需要有法律認可？
