These are two separate restitution requests you must deal with. The restitution amount is determined by the judge who originally handled the case of DV. In the restitution, your ex spouse can request repayment of lost wages, medical cost, and such but normally not pain and suffering. The government can also ask for restitution for providing protective service to your ex spouse, such as payment of enforcing a restraining order.
