In CA:

drivers cannot have a U-turn if double yellow line on the road except in the residence area or at the block under the instruction.

If the accident did not happen in the residence area, another party was at fault whatever you had enough time to stop or not.


HERE, I wanna remind those people who get the ticket but wanna pass the exam without the willing to spend times on driving school. Those classes in the driving school,especially on line classes will help you gain the knowledge of local traffic law. You will find those knowledge you learn from the driving class is beneficial when you have an accident and no clue which party is at fault.
