車禍後地方政府的這個帳單合法嗎？

車禍後地方政府有兩個帳單：1是ambulance到醫院這個沒疑問保險公司支付了．

2 是City of Alameda Fire dept”vehicle accident recovery fee $393” on the cost of personnel, apparatus, equipment and dispatch. 這個保險公司拒付。

我想問上麵的這個$393帳單地方政府是不是合法向我收錢。我認為無論警方或者消防部門respond to 911 within the public agency taxing district, the services are already funded through taxation to ensure emergency assistance is not delayed for fear of cost.
