該犯罪團夥以陸豐市甲子鎮為據點，時常打著地方政府的旗號，以發展家鄉公益事業為名，通過暴力威脅，強買強賣，巧奪豪取。為了斂財需要，可以隨意幹涉甚至改變阻撓甲子鎮的整體建設規劃，不擇手段霸占他人財產。
２００５年，該犯罪團夥打著美化家鄉的政府旗號，以集資修整甲子鎮濱海大道公園綠化、修建老年活動中心為名義和借口，打電話、發信涵，強行向祖籍在陸豐的港澳地區各界人士募集資金，利用不名真相的僑居海外各界人士愛國、愛家鄉的情感，連哄帶騙，變相勒索。如果誰敢拒絕或捐款不能達到他們想要的數目，他們就用遷祖墳、毀老屋等下流手段逼迫當事人就範。
修整後的濱海大道僅為２·５公裏，但募集的資金達１５００萬元，實際用多少卻無人知道。也沒有人敢問。在修路過程中，犯罪團夥通過收買、威逼地方政府官員的方式，赤裸裸地低價侵占濱海大道旁邊的集體資產。價值千萬元的甲子鎮造船廠，在無人敢參與競拍的情形下，，被他們以９０萬元的低價獲得。
此外，他們還強行以低價購買道路旁邊的地皮。２００７年１月１２日中午，該犯罪團夥糾集數百人，由骨幹成員帶頭，手持衝鋒槍、雷管、砍刀、三叉等凶器，將甲子鎮濱海路、海邊路器按後封死，動用挖土機將在建的鎮計劃生育服務中心推倒，並威逼陳娘鑫、陳如意兩人讓出旁邊的共計３２００平方米的土地。
２００５年底，祖籍陸豐的港澳知名人士劉樹投資５０００萬元在甲子鎮動工建設“金海大酒店”，在酒店建設過程中，許裕長多次以修建家鄉公益事業為名，要求劉樹出資５００萬元，遭到劉的拒絕。很快，劉樹就遭到許的報複。
２００８年１月３日，“金海大酒店”試營業，該犯罪團夥糾集數百人持槍扛刀，圍攻衝擊酒店，致使酒店無法營業關門，案發時，當地政府工作人員、警察也到場，但未見任何動靜。劉樹目睹現狀深感失望，悲憤之際，他們緊急向陸豐市、汕尾市、省公安廳等部門反映，但目前還沒有一個結果。
2008年4月21日,許團夥更在光天化日之下出動10輛大巴數百打手,將劉樹家的祖墳夷為平地.
治安狀況如此之差，無奈之下，劉樹隻好放棄了後續項目的投資，懷著悲憤、痛楚的心情離開甲子鎮，委托他人料理酒店後事……
