官方的unemployment rate (U-3) 是三條：

• Jobless: They do not have a job.
• Actively Seeking: They have made specific efforts to find a job in the past four weeks.
• Available: They are currently available to work. 

 

所以

Part-time Workers是有工作

Homeless    不計在失業
