I would like to explore the reasons or lack of reasons why Chinesescientists in China so far do not have the blessing of winning a NobelPrice in Science (medicine/physiology, chemistry, physics, oreconomics). From my personal experience I have a few ideas, please lookout for my future articles on this topics.
I chat with a Medicine/physiology Nobel prize winner recently on this topics. He suggested that:
1. Chinese government institute or Chinese Universities should recruit youngscientists (after 3-5 y post-docs) to go back to do top notch research.Most Nobel prize winning work was done at the age of 30 to 45. After 50y old, not many people are productive at late career in life.
2. If Chinese government censor media (newspapers, radio and TVstations, maganizes et al), Chinese scientists lack the freedom ofspeech, which will have very negative impact on their ways of thinking.This is most critical reason according him.
3. In US or UK, assistant professor and lecturer are PI who haveindependent research projects and funding. Young PIs always have crazyand great ideas and do not conform to dogma and standard of thinking.This is the exact problem in Chinese Universities. Lecturers do nothave independent labs and have to carry heavy teaching burden.
I can list more reasons. I agreed with you that money is not the onlyissue and there are other detrimental problem facing Chinese scientists. Sorry my Chinese typing is very slow. So I typed in English.

, 還有就是國內科學界近親繁殖, 以及太崇拜權威和老人, 缺少平等和年青人缺少獨立的機會. 我接觸到的一些國內的博士生, 覺得他們與國外博士的差別就是他們太膽小, 循規蹈矩, 不敢有新的想法和突破.
丘成桐說的, 中國的不少博士, 可能不如哈佛的學士水平. 科研是個梯隊接力的過程, 一個科研梯隊的建立可能要幾十年傳替接力的培養, 和一個開放自由的環境.本科, 博士, 博士後是個關健的培養獨立創新的階段, 而博士後的幾年確實是最有創造力的幾年. 中國引進人才的政策還有待改善: 在年青人的培養和給年青人更多成材的機會,而且有能留住人才的吸引力
