J1 轉 F1

I have a friend who is in USA for a short summer program in J1 visa, and she is a college student in China, She would like to continue her education in America college after the summer program. How could she transfer the J1 to F1, is there any problem for the transfer? Her current J1 visa is not subject to the two-years residence requirement.
