Neighbour's small dog

Sorry for typing English here. My Chinese system is weird today.

My neighbor rented out his house to a family with a dog. It is a small dog, but very violent. Every time I pass his house to get mine (since we share a common courtyard), it barks so violently no matter where it is. I am afraid if the door is opened, it can break out and bite me. It is so annoying! This is the first time that a dog barks me, since normally small animals like me. I found out it also barks at others as well.

May I know what I can do? Can I report to the HOA?
