    　　我們兄妹均是在校大學生，來自貧困的河南農村，為籌集我們兄妹上學的學費，我父親王糞堆和母親田玉平一起來到北京打工，靠撿破爛和打短工供我們讀書。一直以來以在北京這個法治、民主的城市讀書為榮。但是2007年8月6日我父親被發現慘死在北京的護城河，讓我們兩個文弱的學生悲痛欲絕，我們有理由懷疑父親是被人打傷致死，拋屍護城河中，而至今該轄區公安機關——豐台區分局不把我父親的命案作為刑事立案，僅作為治安案件處理，我們告狀無門、舉目無親、不知所措，因此特向上級領導和社會各界請求援助。
    　　
    　　事情的經過是這樣的：我出生在一個農民家庭，父母是樸樸實實的農民，為了供我上學，父親王糞堆和其他村民一起來北京打工，靠撿破爛和收廢品為生。2007年8月4日早晨5：20左右，父親和其他三名同伴路過左安門橋西，看見路邊有廢鋼筋頭，欲撿之際，突然冒出一群拿著橡膠棍、木棒的人衝了過來，事後確認是豐台區方莊芳城園派出所聯防隊員。四人驚慌不知所措，其中兩名同伴劉紅旗、劉連合當場被抓，劉創業跳水逃脫，父親一直往前跑，幾名聯防隊員隨後追趕，半個小時後追趕我父親的幾名隊員回來和剩下的幾名隊員一起將劉紅旗、劉連合二人押往聯防隊，在聯防隊遭到毒打，隨後被送到豐台區方莊芳城園派出所。
    　　
    　　我母親得知這事後立即跟父親的手機打電話詢問這事，沒想到電話一直無人接聽，心急如火燎，母親就急著尋找父親的下落。我跟母親找到了被釋放的劉紅旗和劉連合，他們二人都說當時隻見到五六個聯防人員去追趕我父親，但事後並沒有見到父親的身影。我跟母親知道事情不妙，於是便向事發現場附近的龍潭湖派出所、天壇派出所、體育館派出所等諸多派出所尋求幫助，結果一無所獲。後來到了方莊派出所，派出所民警說出事地不歸他們管，讓我們去芳城園派出所打聽。
    　　
    　　到了芳城園派出所，由於當天是星期天，一直等到將近九點才有警察陸續上班，上前詢問，得到的答複都是“我不知道，別問我”，“你等會”之類的話。後來終於值班室來了人，上去詢問，那人回答道：“人找不到就是投河了唄，投河不就淹死了唄，淹死過兩天就會漂出來了唄！”隨後過了一人，竟然惡狠狠地對我們說“這事別找我們，該找誰找誰！”。我們都哭了，發生這樣的事情我們不找警察找誰？警察難道不是為人民服務的嗎？
    　　
    　　6日，母親到大興、崇文拘留所詢問，仍然一無所獲，無奈，隻好到芳城園派出所報案。派出所一名民警告訴我們說豐台區分局打撈了一具屍體，讓我們去辨認一下。到了停屍間，發現死者是我的父親，母親頓時感到天昏地暗、癱倒在地。隨後打了110，希望能讓警察來調查死因，但是一開始的接警員讓我們等會，隨後又打了幾次卻被掛斷。我們盼望的人民警察始終沒有出現。
    　　
    　　7日，我和母親以及其他幾名老鄉到出事點考察，找到一片血跡，隨後給110打電話報警，但110卻始終沒有出警。下午，我們全家人去看屍，發現父親滿身都是青紫淤血，脖子、眉心、頭頂、後腦勺都有明顯傷痕，據看屍老人說，據他多年經驗，父親明顯是被凶殺。我父親很有可能是被聯防隊員打死後，扔到護城河裏的。我們當天申請豐台區分局對父親的屍體進行鑒定，8號豐台區分局出具的屍表鑒定的結果竟然是“不排除溺水死亡”，鑒定書中竟然沒有提及父親屍體上的淤血和創傷，也沒有對這些明顯的傷痕給出任何解釋，更沒有對屍體進行解剖查明死因。短短幾行字便得出了溺水死亡的結論，人命關天，就這樣草草了之。
    　　
    　　豐台公安分局刑偵支隊打撈屍體時，僅對高度腐爛的屍表麵單看了一下就以不構成凶案而草率轉為治安支隊，作為治安案件處理，極不負責任。因為父親水性極好，絕不會在正常情況下溺水死亡，根據當時情況，父親極有可能是被打傷後扔進護城河淹死或是被打死後拋屍護城河，而當時追趕我父親的聯防隊員有明顯嫌疑。案發已經多日，我們兄妹多次要求立案偵查，豐台分局不予理睬，至今既沒有對參與聯防隊員采取偵察手段，又未走訪案發地點的群眾，不對幸存的另外三個人調查取證，不及時對屍體進行徹底解剖查明死因。本應有公安機關進行屍體解剖查明死因的刑事偵查程序卻要我們找社會機構去鑒定，使一起人命關天的命案至今未做任何偵察調查工作，把農民工的性命視為兒戲，在全國公安機關立警為公、執法為民的大好形勢下，豐台分局如此草菅人命，把凶殺命案作為治安案件處理，是對人民群眾的生命財產極度不負責任。北京作為我們的政治中心，也是法治社會建設的橋頭堡，在首善之區發生這樣的事情實在令人悲憤、寒心！我們強烈要求把我父親的命案進行刑事立案偵察，查明真相，抓獲凶手，請求領導和社會各界給予幫助。
    　　
    　　《刑事訴訟法》第八十七條：“人民檢察院認為公安機關對應當立案偵查的案件而不立案偵查的，或者被害人認為公安機關對應當立案偵查的案件而不立案偵查，向人民檢察院提出的，人民檢察院應當要求公安機關說明不立案的理由。人民檢察院認為公安機關不立案理由不能成立的，應當通知公安機關立案，公安機關接到通知後應當立案。”
    　　
    　　父親慘死之後，我母親悲傷勞累過度，現已病倒，我們一家已經家破人亡。我們兄妹二人欲哭無淚、孤苦無依、求告無門。絕望中我們想到媒體，讓有正義感的好心人們能為我們主持公道，伸出援助之手，能查明真相，給我們這些善良守法的公民一個合理的交待，以慰藉我們未亡人的苦痛。
