    日前北京順義因遭當地不公對待而上訪的張淑鳳，欲根據國家有關政府申請低保，結果遭當地辦理低保的工作人員粗暴地拒絕，當張淑鳳追問為什麽不根據有關規定給自己辦理低保時，那人反問道：“政府為什麽要照顧你一個上訪戶呢？”看來上訪成了一些地方政府工作人員歧視打壓弱勢群眾的有力依據。

    張淑鳳家住北京順義區仁和鎮前進村，是個普通本份的京郊農民，丈夫張德利靠蹬三輪車謀生。2001年12月，張淑鳳的女兒張楠因病上學遲到，受到班主任的體罰，下午張德利去學校評理，結果遭到學校幾個老師的圍罵，傍晚他去接孩子時被學校一閆姓教師糾集三個社會流氓持棍毆打，造成“急性閉合性顱腦損傷”，頭皮下血腫，另四肢、胸、背部多發軟組織損傷，從此癱瘓，失去了勞動能力。孩子也因此受驚嚇而出現精神障礙，晚上哭鬧、大小便失禁、沉默自閉。家中沒有了經濟來源，並且還要常年負擔高昂的醫療費。為討回公道，懲治犯罪，張淑鳳通過法院及政府各級信訪途徑作出努力，但由於犯罪份子在當地的關係網，使他們申冤無望，為此他們也曾多次到北京市及國家有關部門上訪，結果均沒有得到解決，並且因上訪張淑鳳還被通州當地警方威脅、毆打、拘留過，並因此造成腰椎損傷，嚴重影響正常勞動。2006年3月2日，張淑鳳更被無故勞教一年。如此一來，致使張淑鳳一家經濟完全陷入極度困境。為了生存下去，張淑鳳從事過撿拾廢舊等多種工作，但因身體傷病所限，家中生計無法維持。孩子也曾一度失學。
   
    如此傷殘貧困的家庭，根據國家有關政策完全應該享受低保。張淑鳳也為此多方奔赴。2004年7月7日，張淑鳳找相關領導要求辦理低保，他們說：“要想辦低保得寫保證書，以後不再上訪了，張楠爸爸的傷不能說是老師打殘的，是他自己生病致殘的”。當地派出所也表示隻要張淑鳳寫個保證，他們願意出麵給辦理低保。在遭到張淑鳳的拒絕後，他們就不給辦理。最後無奈之下，張淑鳳提出給孩子辦個低保以方便她上學，能吃飽飯，結果還是遭到當地有關工作人員的拒絕。近日張淑鳳再次前去辦理低保，竟再次被工作人員以上訪為由拒絕。目前張淑鳳家掙紮在饑餓傷痛的困苦中，她請求外界一切有良知正義的人士給予他們以道義的聲援與經濟的資助，以便讓她的孩子不至於挨餓。
