美國國防部副次長勞裏斯今天在眾議院軍事委員會舉行的聽證會上表示，中國秘密擴張軍事武力，迫使美國為最壞情況預作準備，包括台灣問題在內。勞裏斯指出，約有900枚中國飛彈部署在台灣的對岸，與此同時中國也不斷發展出更精密的長程核子飛彈、戰機、戰艦及潛艦。
　
中國日報報道，主管亞太安全事務的勞裏斯表示，美國政府迫切希望展開戰略對話，討論中國的軍事意圖，尤其是針對核武問題。

　　勞裏斯說：“我認為，如果我們能真正深入對話，我們或許能抑製以及安頓部分中國的圖謀問題。”

　　他又說：“如果無法做到，我們就必須為最壞情況預作準備。這是高度令人憂心領域，美國國防部最高階層以及跨部會間討論，正針對此作出適當關注。”

　　勞裏斯出席眾院軍委會聽證會時指，2003年中國對外公布的軍費開支是224億美元，但實際上估計介306億美元至1410億美元。他又預計，中國今年的軍事開支介乎850億美元至1250億美元。

　　他指外界對於中國增加軍費的動機、實際軍力及軍事現代化的方向所知甚少。但可見的是，中國正逐漸發展成國際太空技術大國，另方麵又快速發展軍力對抗台灣。

　　他指出，雖然中國的長程導彈技術仍有限，但中國正進行核武現代化計劃，攻擊力超越亞太區。

　　勞裏斯表示，中國部署以及發展各式彈道飛彈，已對美國飛彈防禦計畫構成挑戰，不僅直接威脅台灣，更已經改變台海現狀，形成影響台海情勢的一項新變數。

　　勞裏斯指出，中國解放軍已經在發展東風31型洲際彈道飛彈(ICBM)和巨浪2型潛艦發射彈道飛彈(SLBM)方麵，獲得實質進展。還有核子動力的094 型潛艦。這些武器的射程、機動性、精準度以及存活能力，都足以支撐中國戰略力量，進行全球各地包括美國本土的攻擊行動。

　　他說，解放軍現代化的近程計畫，是針對台海的軍事衝突，中國軍力快速發展能力的目標，是擁有可以同時威嚇逼迫的解決手段並有效阻絕第3國，如美國介入。
