我叫孫玉昆 女 57歲 教員，內蒙古呼倫貝爾市人。為做更換起搏器手術，現寄宿於北京親友家。
96年9月我隨丈夫去上海探望婆母 ，偶感心慌，到上海市第一人民醫院諮詢。醫院受利益驅動，故意編造病名，矇騙給我做了射頻消融手術，造成心跳失靈。然後以補救為名竟將一隻已過期7年報廢的心髒起搏器給我按上。此後，因過期起搏器引發諸多致命傷害，又不得不再次尋找醫院更換起搏器。上海市第一人民醫院的兩次手術，把我原本較健康的身體治成了殘體，隻能終身靠起搏器來維持生命。我丈夫後因受不了此打擊, 不堪重負，也接著染病身亡。
我現在才明白，醫院如殺人的屠宰場。醫生被號稱為“白衣天使”，竟毫無人性，害得我如此結果。我好後悔，真不該去呀!
此傷害，事實清楚，證據充分。我訴訟法院，本想討回公道，誰知法院司法更是腐敗透頂，庭審時對我的傷害事實不審不理，而是違法判案，故意依未經質證的、虛假的所謂“醫療鑒定”為據判我敗訴，甚至違法銷毀我的司法鑒定等證據。我雖不斷申訴，但屢訴屢敗，10年來的訴訟我非但沒討回公道，反而債台高築，精疲力竭，
現我麵臨體內的起搏器使用期限已到，起搏器到期不能再使用，即意味著我生命的終結。而今我借貸無門，這第三次更換起搏器的資金如何解決，靠法院公正判決獲得賠款不知何年何月？!
珍惜生命是人的本能，生命終結又有誰能為我討回公道？我想總有這一天!

我叫羅明理，男，1953年6月26日出生，漢族，中國湖南省攸縣人，農民，住攸縣湖南坳鄉崇新村崇山灣組，係死者丁偉平的嶽父，羅春平之父，妻子肖春桃，1959年2月19日出生，漢族，湖南攸縣人，農民，係死者丁偉平的嶽母，羅春平之母親，外孫女羅院喜，2001年4月6日出生，漢族係死者丁偉平、羅春平的女兒。

我懷著悲痛的心情，給聯合國人權理事會來信，呈請幫助呼籲中國的司法部門依法解決中國湖南省株洲市老320國道最大交通事故造成丁偉平，羅春平夫妻二人傷亡，黑心交警偽造現場製造2006年2月3日的顛倒黑白的《交通事故認定出》我和妻子已經攜帶失去父母的4歲孫女，千裏迢迢赴省城長沙，京城北京上訪多次，反映了湖南省醴陵市公安交通警察大隊事故股黃顯兵，黃洋在處理丁偉平、羅春平雙雙傷亡的道路交通事故中，濫用職權徇私舞弊，編造事實，偽造現場，包庇當地責任者胡道林，張朝飛，進行權錢交易，拿人命當兒戲，不把農民當作人看，沒有人情，喪盡天良的嚴重腐敗行為，就湖南省株洲市中級人民法院（2006）株中法民一終字第128號認定賠償下欠的102557.16元人民幣至今未兌現的枉法判決書當兒戲從未過問，在喊天地不靈的今天，特給人權理事會來信求救！

首先回顧本期交通事故的全過程：

2006年元月23日下午l7時許，我家上門女婿丁偉平持合法證照駕駛湖南BAA860號農用三輪車(駕駛室載其妻（我女兒)羅春平)由株洲市駛往攸縣老家過年，途經老320國道醴陵市新陽鄉湖潭彎道地段右轉彎，與相對行駛的醴陵人胡道林駕駛的無機動車號牌的金剛農用四輪運輸車相遇時，因胡道林違法上道路行駛，車速過快，又不采取措施，且前輪製動失效，造成兩車相撞。丁偉平、羅春平當場傷亡，丁偉平車輛全部損失的重大交通事故。事故發生當天，丁偉平手機一直開著，家裏每小時與丁偉平通話一次，可事故發生後，醴陵市交警大隊事故股股長黃顯兵、副股長黃洋到達現場後，將丁偉平手機有意關機3個半小時，從17時至20時30分，然後與胡道林私下交易，偽造現場，將兩具屍體背在一起拍照，指示兩名與胡道林有利害關係的人作現場目擊人，現場勘驗筆錄明明記載丁偉平三輪車翻在道路中間，可是一個月後出的事故認定書卻謊稱：丁偉平駕駛的車輛失控駛入道路左邊，侵占他人路麵，向左側翻後與胡道林駕駛的車輛相撞。交警承辦人與胡道林一起編造事實，偽造證據，將事故責任推倒死者丁偉平身上，一切設計為妥即20：30分後，承辦人員才將丁偉平手機打開，家裏親人詢問丁偉平夫婦情況，交警人員才告知丁偉平、羅春平遭車禍傷亡，噩號傳來，家裏親人哭聲一片，悲痛萬分，丁羅兩家強忍悲痛在村幹部陪同下，驅車趕到醴陵市交警大隊，丁羅兩家要求到事故現場察看，並見死者屍體被拒絕。

第二天，丁羅兩家在村幹部陪同下再次租車到達醴陵市交警大隊要求到事故現場察看又被拒絕，丁羅兩家這種正當要求並不違法為何遭拒絕？足見事故認定之疑點。更讓丁羅兩家心痛的是，當丁羅兩家在殯儀館見到女兒羅春平屍體時，發現羅春平口裏還流著口水泡沫，這些口水泡沫一直流在其脖子處，是羅春平的母親掏出手帕為她擦幹淨，這些症狀痕跡足以說明羅明理的女兒羅春平當時身受重傷，並沒有死亡，而是黑心交警不及時進行搶救，將其凍死的。稍有醫學知識的人都知道，人死後口角裏不會流出口水泡沫。這些黑心交警不僅對死者家屬封鎖消息，不及時搶救羅春平、丁偉平，而且惡意串通，將事故責任推到死者身上，死無對證，認定死者丁偉平負主要責任(即90％責任)，胡道林隻承擔10％的責任，隻付了7000元給死者家屬。當丁羅兩家不同意黑心交警這種不公正處理時，黑心交警竟然吼叫“要丁羅兩家滾”。難道人民的交警就這樣對待人民群眾？農民也是人，丁羅兩家一下死兩個二十七八歲身強力壯的年輕人，難道還不值兩頭黃牛的價值嗎？人命關天，黑心交警黃顯兵黃洋共收胡道林及車主張朝飛12萬元，正因為如此，所以，他們對胡道林、張朝飛格外開恩，撞死兩個人隻賠7000元，便將車子放走。黑心交警每天抽藍嘴芙蓉王煙2包70元，他們的工資每月1000多元，光抽煙一項每月就要2000餘元，他們的錢是從哪裏來的，是處理交通事故中權錢交易而來，他們抽的不是煙，而是死者的血。在這些黑心交警心裏沒有農民，隻有金錢，處理事故不講事實和法律，他們就是法律，隨心所欲，為所欲為，他們可以把假的寫成真的，隻要你送了錢給他們會想盡一切辦法為你開脫責任。如此道德敗壞、素質低下的人，還能做人民的交通警察嗎？絕對不能，這種黑心交警盡管人數極少，但影響極壞，如不加以清除，隻能敗壞黨和政府的聲譽，損害人民警察的形象，必須嚴懲，絕不能遷就、手軟，任其發展。

對此，我們對醴陵市交警處理1.23交通事故提出如下質疑：

1、死者丁偉平手機一直開著，為何事故發生後，交警要將丁偉平手機有意關機3個半小時，對死者家屬封鎖消息？

2、事故發生當天，交警為何不讓死者家屬見死者屍體和事故現場？

3、事故現場勘驗筆錄明明記載丁偉平駕駛的三輪車翻在道路中間為何事故認定書認定丁偉平駕駛的車駛入道路左側，翻在道路左邊？

4、事故發生後，據現場目擊人講：羅春平被胡道林的車撞出十多米遠，當時並未死亡，為何交警要編造當場死亡，不及時進行搶救？

5、交警為何要將丁偉平、羅春平背到一塊拍照，偽造現場，道路上留下一遍血跡說明了什麽？

6、丁偉平、羅春平被撞死後，交警分兩次給了死者家屬7000元，當死者家屬表示不同意交警這種極不公正的調解時，交警為何吼叫“要死者家屬滾？

7、賠償沒有到位，肇事者也無擔保，交警為何將肇事者車輛放走？

8、丁偉平，羅春平的親人多次找胡道林，張朝飛要下次的賠償金，胡道林說：賠償金（包括小孩的護養費、四個老人的養老費等）早已支付給交警大隊黃顯兵黃洋了。

9、為什麽黃顯兵、黃洋不支付給丁偉平、羅春平的親人呢？

敬請聯合國人權理事會站在人權的高度，呼籲中國的司法部門切實履行職責，依法重新任定此期交通事故，將胡道林繩之依法，追究黃顯兵黃洋製造冤假錯案的刑事責任，還羅明理丁清雲兩家公道，給死者丁偉平、羅春平一個瞑目為感！
