Head of Finance and Administration for the XXXX Production Joint Venture (Official Title Finance Deputy General Manager)
XXXX is a Joint Venture company registered in the Peoples Republic of China under Chinese Law. The Joint Venture Company is located in Baoji in the Shaanxi Province. The position of Finance Deputy General Manager is based in Baoji.
XXX manufactures Overhead Line components for the Chinese High Speed Rail market and, in the medium term, for the International High Speed market. Reference projects include the Wuhan to Guangzhou and the Zhengzhou to Xi\'an High Speed Rail projects.
XXX, represented by XXXX in Germany is a 25% shareholder in the Joint Venture. The other partners are Bonomi of Montecari in XXX and Baoji Line Parts which is a subsidiary company of CREC EEB.
The xxx Joint Venture Company was established in 2007 and is experiencing a period of substantial sustained growth as a consequence of the ambitious and rapid plans to expand the Chinese High Speed Railway network. It is expected that in 2010 XXX will turnover in excess of 60 Million Euros.
The Finance Deputy General Manager is an integral part of the Management Team which is made up of a General Manager and Four Deputy General Managers (Responsible for Procurement, Sales, Production and Finance). The current management team are, with the exception of the General Manager, all Chinese nationals.
The position of Head of Finance and Administration reports to the General Manager of the XXX Joint Venture (which is also a XXX appointed position) and is responsible for the following functions:
Accounting according to Chinese Accounting Rules.
Financial reporting to the European partners according to IFRS standards.
Administration and liaison with the Chinese taxation authorities concerning all local and corporate tax matters.
Liaison with the partners\' financial representitives and the external auditors concerning financial reporting and half yearly and full year accounts.
Controlling of production costs and project costs including the maintaining of reporting systems and data.
Overseeing and monitoring stock control, warehouse administration and material administration.
Supervision of invoicing of completed works and cash collection.
Liaison with procurement and administrative handling of suppliers (both domestic and international).
Monthly reporting to the General Manager and the Board of Directors.
Administration of the Board of Director Meetings including arrangement of meetings, distribution of documents, preparation of board resolutions and the minuting of the regular Board of Director meetings which are held either in Europe or in China.
Responsible for the proper and correct administration and documentation of travelling and entertainment expenses for the XXX Joint Venture.
Expected Level of Qualification and Experience
Chartered Accountant with experience of managing Joint Ventures according to Chinese Law.
Ten years of operational experience preferably from a manufacturing background.
Working knowledge and experience of IFRS Acounting Standards.
Personal Qualities
The right candidate must be an effective communicator and a team player.
The ability to communicate both in the writen and spoken form in English and Mandarin is essential.

It is expected that the following successful deployment in Baoji, that the Deputy General Manager for Finance will have the opportunity to move into further management positions within Balfour Beatty Rail\'s operations in China.
Timing
Due to the current Finance Deputy General Manager\'s contract expiry, it is anticipated that the incoming Finance Deputy General Manager will be available from 1st April 2010.
