More h1b visas or not？

最近身邊的人都在討論h1b visa (因為一年的名額一天就用光了)。在報上看說要h1b的大多是大的IT公司，他們要求Congress增加名額。身邊做IT的美國人都強烈反對。

要h1b的公司是說：America is not producing enough home grown scientists/engineers. Without foreign skilled workers, America will lose its competitive edge. Workers with h1b visas have skills rarely found in America.

身邊幾個做IT的美國人說：1) There are many unemployed American software engineers. Companies are favoring workers in need of h1b visa because they are less likely to quit and more likely to work overtime. 2) America is not producing enough IT workers because the outsourcing and competition from foreign workers make the field unattractive.

認識一個美國人(software engineer)，兩年沒找到工作。還有一個名校畢業的被lay off了，要sue公司，說discriminate against workers who do not require h1b visa。

是的，free trade (including free flow of labor) improves the economy as a whole but at the same time there will be winners and losers. Losers = Americans working in certain fields, winners = big companies with lobbying power, perhaps? And should the losers suffer for the general public, hmm, I don't know what to say...
