今天參院將會對最新的移民法案進行投票。如果這次投票通過,那麽這次的法案會被送到國會審核。其後則會由 Conference committee作出討論協議。以下為有關消息以及 Senate bill中的一些重點內容:
The Senate is expected to vote today on the immigration reform bill. If it is approved in the Senate, the bill will then move to the House for review. The next step after that will likely be a conference committee where the two chambers will have to strike a compromise. The Senate and House bills are very different: the House bill primarily focuses on enforcement of immigration laws and criminalization of undocumented presence, and the Senate bill legalizes most illegal immigrants and creates a guest worker program that would bring 200,000 foreign workers into the country each year. Stay tuned, as we will keep you informed about any further developments in this very important immigration reform legislation.
Some important aspects of the Senate bill:
· Currently the Senate bill creates a temporary worker program, with a potential path to legal permanent residence. Under this program, 200,000 guest workers would be allowed into the country annually.
· Employers would face fines as high as $20,000 for hiring undocumented workers and have to screen all new hires.
· The employers would also have to participate in an electronic employment eligibility verification system and certify that U.S. workers are not available and willing to work before H-2C workers are hired.
· The bill also creates an “Earned Legalization Program” that provides a path to a green card for undocumented immigrants who, in addition to other requirements, have been in the United States for 5 years and have been employed for 3 of those years. This is estimated to affect approximately seven million people. Undocumented immigrants that have lived here two to five years, approximately three million people, would have to leave the country briefly and receive temporary work visa before returning as a guest worker. Those that have been here for less than two years, about one million people, would be required to leave the country altogether. They could apply for the guest worker program, but they would be guaranteed acceptance in it.
· Another provision of the bill authorizes the construction of 370 miles of border fencing and vehicle barriers along U.S. – Mexico border, as well as an increase of Border Patrol agents by 2,400 each year through 2011.
· In addition the bill mandates that English is official language of the United States and requires the use of English in all official business. It would also require passage of an English proficiency test for citizenship.
