1957年4月30日，毛澤東在第十二次最高國務會議上講整風問題，最後提出：明年二屆人大，一定辭去國家主席，減少一部分工作，以便集中精力研究一些問題。瑞士有七人委員會，總統是輪流當的。我們幾年輪一次總可以，采取逐步脫身政策。並說：要透點消息出去，否則老百姓不了解。[1]
