行動分幾個部分一，主動宣傳。對於不了解真相的,中立的，可以爭取的外國人。以宣講西藏曆史，政策，人文，宗教等為主，在各地召開演講會，座談會。可以每周一次，持續到年底。甚至更長。盡量用外國人的資料，讓他們左手打右手，會更有說服力。好的資料，打印出來，每天在車站，商店等人流量多的地方，免費發放。甚至郵件直接發給認識的外國人。

2008年是注定不平凡的一年。從年初的台獨公投，到3，14的藏獨鬧事，再到全球火炬傳遞的騷擾活動，都是有組織有計劃展開的。同時配合的還有南海菲律賓的海權鬥爭。農產品特別是大米的嚴重漲價，以及美元的惡性貶值，帶來國內經濟滯脹的壓力越來越重。這些還都是小嘍嘍在台麵上鬧騰，真正的高級打手和後台還沒有動手。不過暗地裏已經較上了手勁。
