請問in-state 州大的學費是不是比給merit scholarship 的私立大學還是便宜呢？

請問已經過河，娃進入大學的家長們，對不能享受need base financial aid的中產，in state 州大是不是還是花費最低的？我了解很多私立大學會多少給一些merit-based scholarship, 但現實是不是依然無法cover most tuition?
