UCLA Prospective student scholarship

Hi there,
My senior received an email from UCLA asking him to apply for prospective student scholarship. Not sure if these scholarships are need based or merit based. We won’t qualify for need based. He does not want to waste his time on this. Can anyone share insights if your kid applied for it in the past? Thanks!
