Why the admit rate is still as high as 2%, not 0.02%?

I thought everyone in CA would want to apply?

 

On the other hand, many top top students in other states would never apply to UCB, let alone MET.

Most people in other states would go for any ivy plus over UCB (and MET). 

So 2% doesn't really mean too much.
