純資本運作的角度：資本的逐利性發揮最大效益需要有相對公平的競爭環境，而相對公平的競爭環境隻能由法治（not人治）來保障。黨指揮資本流向決定了老百姓隻能為奧運世博高鐵買單，而自己連最基本的醫療設施/服務也享受不上（或者需要花高額費用享受）。
