No, you cannot claim the VAT refund. Whether you can quality for a VAT refund is based on your current residency. It excludes all long-term EU visa holders (students, workers etc) and permanent residents. It is a criminal offence if you attempt to claim based on falsified personal information. For a few hundred pounds, in my view, it is highly unwise to take such a risk with very serious consequences (i.e. future refusal for citizenship application).
