Before taking a vehicle on the road

The vehicle must:

• be registered with the Driver and Vehicle Licensing Agency (DVLA)
• have a valid vehicle tax disc
• hold a current test certificate (if this is required)

You must:

• have the minimum of third party insurance which covers your use of the vehicle

也就是說，駕車的人（不一定是車主！）有保險駕這個車就行，DVLA從來沒有說明車主一定買有駕這個車的保險。車不動，隻要有路稅就可以，不是一定要求車主買保險。

我說的是標準答案，不必爭論了。多年前過去這裏也爭論過，甚至有些警察都不明白這點。
