4歲的小孩可以做副駕駛嗎？

我知道很小的baby向後的座椅不可以放前座（如果有airbag），以前覺得3，4歲的可以，不過前兩天看一篇美國文章說小孩坐前麵非法，不知道英國到底行不行？
