If you live in UK and have a PC with internet connection, it is pretty simple.
1. Choose a dealing company
I use HARGREAVES LANSDOWN http://www.h-l.co.uk/ - one of the best and largest investment company - you can also choose NATWEST bank online service or others.
There are 2 type of accounts in HL: share account and active trader service - for share account, they charge you from £9.95 per deal depending on the value, for the latter, they charge £9.95 per deal + £12.5 quaterly management fee (see http://www.h-l.co.uk/our-services/Share-dealing-charges-and-interest-rates)
2. Open an account: http://www.h-l.co.uk/our-services/Share-dealing-charges-and-interest-rates, click Apply online now - you can transfer money to this account, about one hour after money transfer, you can start to buy shares (your money will only be taken a few days after your trade from you actualy bank account).
3. look at all share prices, choose the company you want to buy/sell shares, and then start to "deal". Note the share prices are updated every 15 seconds.
4. After you buy the share, the company will send you a contract note and all your share information is available at "My accounts".
5. With your share account, you can deal (sell/buy) at any time when the market is open.
Also you can monitor the share in Yahoo such as RBS share http://finance.yahoo.com/q?s=RBS.L
Share dealing must come with a health warning: you only deal with the money you can afford to lose or don't do it! Also you should look at it in long term.
Recently share prices go up/down madly - if you choose wisely, you could make lots of money (personally I bought over £10,000 RBS shares at 11p, I haven't sold it yet because I think in a few years, it could reach a few £s per share if it is NOT nationalised).
