If annual turn over less than 60,000gbp, dont need to register VAT，but you couldnt claim the vat back without a vat number.

Duty rate is various, depending on the products, it is not claimable. you can use HS code to check what's the rate of duty, but bear in mind that China HS code might be different from UK(this is rediculous). so you have to find out the HS code first by using the specification of the goods, the usage etc.
