Not only you would not be able to see the view, but the driving might not be deemed safe enough to go. I honestly think your getting a taxi to go despite the weather was foggy, was not an advisable act but of course YMMV if you were willing to take the risk of possible accident happened often on winding mountain roads in foggy weather, especially in 3rd world countries.
I quite appreciate cancellation due to weather - had one helicopter ride in Big Island being canceled, and a trip going up to view platform at the top of the building in Shanghai, also in Hong Kong - they were nice enough to cancel it so you did not waste your money.
