Whether you want a City Pass or not, dependends on how many people? what you want to see? where you want to go. 

There is one important point:  The city pass does NOT cover the Monterey Bay Aquarium!   The "Aquarium of the Bay is in SF (North Beach,  Pier 39) ,  not in Monterey!   Monterey is hundreds of  miles away!
