Several attempts of Dharavi redevelopment have been carried by the government since 1997, however all got failed due to the strong objection from the residents themselves---they DON'T want the changes! More details if you'd like to know, google "Dharavi Redevelopment Plans". Several world's top Arch & Uban Planning firms invovled in the bids.
Just checked, the v-o-a (7-10 days stay) and e-visa (up to 60 days stay) are both available now... Before, there's no v-o-a to us, the e-visa was up to 30 days stay including the entry & exit day, which couldn't suit my itenerary. So I have had to apply the paper visa....quite a hassle.
