12小時轉機時間。美國綠卡中國護照，可以出機場嗎?

我是美國綠卡，中國護照。會在希思羅機場轉機，12個小時。早上10點到，晚上10點啟程去俄羅斯。

沒有英國簽證。想出機場去市內轉轉。

請問我的情況，海關會讓我出機場嗎？
