Need advice to tour Niagra Fall from New York tour or From Toron

Hi, My daughter has a week off in September and we would like to go visit New York city.  So I have several questions here:

 

1).  To tour Niagra fall, is it good to fly to Toronto first to see fall there then fly to New York/new Jersy to tour NEW YORK city?

2). if I take a tour from New york or toronto to Niagra fall, please advice a good tour company.

3). I plan to order hotels in New Jersy,  with my teenage daughter, what is the strategy to visit NEw york? will have a lot walk?
