Yes! For a Chinese passport holder, the Canadian visa is required.  A couple of years ago, I took the similar cruise and stopped at BC; I had to apply the visas for my in-laws.  The common sense is that for any port of entry you'll need a visa without visa waiver treaty between the two countries.
