關於西班牙租車自駕的幾個問題

1）請問在西班牙租車自駕，除了信用卡已帶的collision/damage保險，還需要再買3rd party liability保險嗎？在哪裏買？
2）從西班牙開車去葡萄牙需要買收費公路的預付卡嗎？在Hertz網上訂的車提到了這個，不太明白
3）西班牙租車是不是第二個driver要另付費？Hertz網站上沒看到這個信息
