It is different Chinese SS. They called shuang-gui-zhi. The Chinese SS system only covers people working for business,no matter stater-run,private(if the boss makes contribution for you), foriegn invested companies(thye normally follow SS regulations very well),etc. 

Employees from  government officials and shi-ye-dan-wei get at leaset twice SS benefit (tui-xiu-gong-zi) as people from business from business. This is why the teachers in private schools are new teachers and much less experienced than teachers in public schools. This is called Jump into ti-zhi. 

But I would suggest that you can call the HR department you wroked for. I think that there is no reason that you are not entitled for the SS benefit after retirement.
