是誰定規則、判決和做最後裁決並不代表其一定是正確的。

所以民主的做法是允許叫冤和申訴。。。

舉個例子：在大陸，規則的製定、執行和最後裁決，其實都是由執政黨一手控製的。但這能說明所有的判案都是正確的？
