In public, governments are in favour of Freedom of Information (FoI), but in practice they are wary of it and its implications. The first modern FoI legislation was adopted in the USA, and signed into law by President Lyndon B Johnson on 4 July 1966. Although Johnson had deep reservations about the legislation, in public he was supportive. But in private he was very much opposed, telling aides that the ‘goddamn bill will screw the Johnson Administration’
In his memoirs, Blair later wrote: ‘Freedom of Information: Three harmless words. I look at those words as I write them, and feel like shaking my head till it drops off my shoulders. You idiot. You naïve, foolish, irresponsible nincompoop. There is really no description of stupidity, no matter how vivid, that is adequate. I quake at the imbecility of it’
