這是文化差異還是社會發展程度的差異

幾十年前西方發達國家的人就這麽說： The traditional organizational structure based on command from the top and obedience at the bottom is transforming into one that rewards and encourages ingenuity and openness. The ability to analyze becomes more important than the ability to follow directions.

可是幾十年後很多東方國家，甚至想台灣這樣還比較發達的地方還是要求服從命令為主。

二十多年前，SARS 爆發。我在北京。大家恐慌。領導說：我們要等上麵的命令。上麵的領導讓我們怎麽做，我們就怎麽做。我當時就想：難道我們都沒有腦子嗎？
