Unfortunately, the past research, investment and loss of lives haven't paidoff for the fact that whenever a major earthquake hits, human still suffers, in a big way. This is a depressive reality and contributes to the declaration of unpredictability of earthquakes.
However, as long as life continues, knowledge of better knowing the mother nature and how she behaves will be improved progressively and eventually human will develop a saticfactory and proactive/reactive behaviral process with risk mitigation criteria and damage control strategy.
Predicting and preventing earthquake are not limited to scientific discovery and technology advancement, more often than not, it requires certain level of maturity of organizational planning and social collaboration. Thses are usually the weak links human itself is constrained.
My conclusion is that earthquakes, like lots of other natural phenomenon, can not only be predicted and prevented, but it can also be managed, controled and conquered as well.
