俺給你回答下吧（for reference only ) :)

1) hdb 4-room flat (near to traffic convient location will be better, not only for transport, shopping centre easily access)

2) school need apply b4 you come . Settle it first . Primary school has school bus . Not necessarily must be near ur house. Many neighbourhood pri schools are not bad but sg top pri school always Related to religious group. If u r Christian can get referal letter from ur church master , that will make things little easy. (But I don't think pri school is that critical at all )

3)+4) not a problem at all . Sg is such a small city . Shopping centre everywhere near the train station . Kids' playgroud is everywhere downstair of ur house. Big play house easily accessible in various shopping centre and outdoor activity area like beach or water spilash(wrong spelling I think , not sure how to spell :) playground is not far from anywhere deh, again becos sg is too small , driving max 4mins sure can find one for ur baby:) public transport max 1.5hrs will do the same:)
