It means he doesnt care about you. You'd better to think over and decide if you want to go further. Love is mutual dynamic. If you don't feel it is well balanced, I mean you or he cant have the expected from the other, the complain might evolve angry deep down, sooner or later it will blow out.
This is nothing to do with personality, time or whatever excuses, but just LOVE.
