Current 南美政治體製 is much shorter than it's culture

& history.  It's superficial to talk about political systems and economical development without knowing much about culture, history and national characters, therefore the perseption for it's potentials & it's future as well as how this will fit into America's long term interest and strategy.

A person never had lived in S. America, by common sense, can hardly have a deep understanding the culture, history and national characters.
