That is single payer model in most developed countries

It can cap the medical cost because the state hospitals' price is defined by the goverment. Unfortunately OB plan let everyone pay to private insurance while no limit on medical charge on doctor, hospital,even it limits the insurance has max 20% non medical charge. it won't control the cost that is the key issue
