can zippo lighters be put in a checked luggage?

Does any one know if I can bring zippo lighters with me on the checked bags?

Information I obtained from internet are quite controversial. 

I bought the lighters from Amazon lately as gifts for my visit in China. My impression is that there is no fuel inside the lighters as they just purchased. If so, there should be no safety issue carrying an empty lighter - which will not ignite.

Any input will be appreciated.
